It is important to keep in mind that there are a few restrictions with gifting. First of all, it is not a permanent feature and is only available at limited times, so if you do not see the gift option, it is not available currently. Aside from that, it is only available for items in the Item Shop.
Furthermore, you will have to be friends with one before you are even able to send something to them. On top of that, you also need to be friends for at least 48 hours before gifting. While you might want to send more than one gift, you are able to only send three every 24 hours.
The developer of Fortnite called Epic Games also requires that you need to get the two factor authentication enabled on your Fortnite account. Please take a note that the skin or any other gifts that you send is not refundable, so make sure you really want to do this.
Can you gift skins in Fortnite from your locker? Unluckily, you are able to send skin you already bought or that is in your locker as a gift as they must be freshly purchased from an Item Shop.
